Letter from resident opposing RV Park development:

    August 20, 2015

    Mr. Matthew Ferris
    Planning & Development Manager
    Lac Ste. Anne County

    Ms. Danielle Woolnough
    Planning & Development Summer Student
    Lac Ste. Anne County

This letter is in reference to the proposed redistricting of the legal land:
    S.E.34-56-02-W5M and S.W.34-56-02-W5M.

As full time residents of The Summer Village of Lake Nakamun the obvious concerns we share with our neighbours are the increased traffic, noise, trash, and vandalism to name just a few. We are well aware that our small slice of paradise is not ours exclusively. However, the real issue is the environmental impact this rezoning would have on the lake itself. We do not know the extent of this impact, but all parties involved can surmise it would be negative. With Lake Nakamun lying within the boundaries of Lac Ste. Anne County, it falls on the County to act as responsible stewards. As such, Alberta Environment should be contacted to provide a feasibility study before this application for rezoning proceeds any further.

We encourage the County to consider the environmental impact of this rezoning and to reject this application!!

    Sincerely

    Wally and Rhoda Penner

Letter from resident opposing RV Park development:

    Mr. Ferris/Ms.Wodnough

We have been a landowner for over 50 years a multigenerational family tradition of going to the lake for quiet relaxation. We are extremely concerned about the possible rezoning of the land to a large recreational facility.

On many points this is a huge concern.

Nakamun lake is a small lake. We do not live on the lake front, across the road. The sound of speed boats, jet skis and alike carries up where we are. If there is increased speed boat there would be more noise and over use of the lake. Our small lake has been through a lot of environmental changes over the years such as low water levels, increased algae and loss of fish more traffic would have a negative impact. We do not need an increase of traffic on the lake.

We are a family lake, folks here respect and look out for each other. Our concern is for the increased people that come and go with no long term investment for our village and lake. At this time we feel safe to walk the village day or night. The potential for crime and unsafe environment increases with a transient population.

We hope you will consider our concerns.

    Thank you for your time,

    Bruce and Ursula Shaw

We will not be submitting a petition to the county regarding the Masse property redistricting application. I have spoken to Alberta Municipal Affairs regarding us submitting a petition and have found out that it would not be admissible since we do not vote in Lac Ste Anne county.

I appreciate everyone volunteering to help distribute a petition, and I strongly encourage you to write letters to the county planners (if you have not already done so), plan to come to the public hearing on Sept 1 at Sangudo, and request to speak at the public hearing.

Here is an update from council on the RV Park rezoning.

We have had a very busy couple of weeks, this is a summary of what has been done to stop the RV park from being developed south of us:

    • Rallied local community residents to send letters in to county council. Great job everyone!
    • Sent a letter from Nakamun council to LSA county planners and council outlining our concerns based on research into the county Land Use Bylaws, Municipal Development Plan, Alberta Municipal Government Act, and our local summer village concerns
    • Contacted Alberta Municipal Affairs for advice on stopping this development and options if the bylaw is passed
    • Met with an Edmonton law firm which specializes in municipal law for advice on stopping this development (and we have engaged them on retainer)
    • Sent a letter to the Whitecourt-Lac Ste Anne MLA stating our concerns with this proposed redistricting
    • Arranged for a speaking time at the bylaw public hearing on Sept 1 to express our concerns to county council

Reminder – the bylaw public hearing is on Sept 1 (tomorrow) at 10:00am at the Council Chambers in Sangudo (#4928 Langston Street). We encourage all residents to come out and show your support for opposing this development.

Update from the public hearing this morning:

We had a great turnout from residents around Nakamun Lake to oppose the development and thanks to all that stood up and spoke. There were 12 people that spoke against the redistricting application, including the summer village council which did a joint presentation.

Masse spoke in support of his application, the most interesting part of his presentation is that he has reduced the total number of planned sites from 205 to about 125 (since he recently learned that the would have to pave the road from his campground to the nearest highway if he had over 130 sites).

County council took all of this as information, they will now review it and make a decision on whether to approve or reject the redistricting application at some point in the future (no specific date provided). Stay tuned!

Here is an update from the county planner on the Masse redistricting application.

Following the public hearing LSA County decided to request Masse to complete the following studies before they make a decision:

    • Environmental Impact Assessment
    • Biophysical Assessment
    • Transportation Impact Assessment

This is very good news for us, these assessments are extensive (and expensive) and if unbiased they will support our concerns regarding the environmental and traffic impact.
