There has been recent activity regarding the Masse property redistricting application, I am sure some of you have received a notice from the county regarding a public hearing coming up for it:

http://www.svnakamun.com/wp-content/uploads/2016/02/PublicHearing.jpgLac Ste Anne County (LSAC) has decided to re-start the process for this redistricting application in order to ensure that it is in-line with their new Land Use Bylaw which was passed in Dec/2015. With this re-start, the first reading of the application (Bylaw #13-2016) was passed on Feb 3, 2016 and the public hearing and second reading are scheduled for Mar 2, 2016. The public hearing is the opportunity for everyone to present their views on this application, and following this LSAC council will have a second and possibly third reading to either pass or reject the application. As a reminder, this redistricting application is a request to change the permitted land use on the land south of Nakamun Drive from agricultural to recreational, which is the first major step for Masse to develop his RV park.

As your council we are working with a municipal law firm to advise us on how to best fight this application and we have also engaged an environmental consulting firm to review the study submitted by Masse and provide feedback which can then be presented to LSAC council.
Nakamun Park council will be attending the public hearing and speaking at it, we invite all residents that have concerns with this application to attend the meeting and if you wish to speak at it, you must reserve a speaking time with the county in advance of the public hearing (as indicated in the Notice of Public Hearing).

- we have hired an environmental consulting company to review and document concerns with the Masse biophysical study, he will also speak on our behalf at the public hearing
- we have contacted Alberta Transportation regarding concerns that we have with the traffic impact assessment and we will be reporting on this at the public hearing
- we are speaking at the public hearing regarding the summer village concerns with this development
- as council we are submitting a letter stating our concerns to LSAC Planning Dept
Now for your turn. I had planned to re-submit all of the letters that you (residents of our summer village) had sent in to LSAC Planning Department stating their concerns, but I just found out that the letters need to be re-sent in by the individual residents. I have a copy of what you sent me previously, I will send these out to each of you and request that you update them as required and submit them to the LSAC Planning Department at:

- Developed properties in our summer village: 138
- Letters sent so far (that I have been copied on): 16

February 29, 2016 at 8:06 am #958Mark MillerKeymasterReminder – the public hearing for the Masse Redistricting application is this coming Wednesday, March 2 at 10:00am at the Sangudo County Office. Anyone that has an interest in this application is encouraged to attend the public hearing.
March 2, 2016 at 12:58 pm #962Mark MillerKeymasterWe had a great representation at the Public Hearing for the redistricting application today, a huge thanks to everyone that wrote letters opposing the development and those that showed their opposition by attending the hearing in person.
County council did not make a decision during the public hearing, they would not commit to when the decision on the redistricting application would be made.
I held off publishing the letter that I submitted to LSAC council on behalf our summer village council to limit the information that got passed to Masse, here it is for anyone that is interested along with the letter that we received from the environmental consulting company that we hired to review the Masse environmental report, plus the presentation that I gave at the LSAC public hearing today (the pictures were projected for the audience to see):

March 2, 2016 at 4:34 pm #964Mark MillerKeymasterI just received an update from LSA County Council and was informed that they passed the redistricting application for Masse.
I cannot imagine anything else that we could have done to point out the obvious flaws in his application/submitted studies and how this application directly goes against the LSAC Municipal Development Plan and extensive government-developed environmental studies that specifically recommend against developing that property for recreational use.
Next step in the process is for Masse to complete a development application for what he actually intends to develop on the property, I will keep everyone informed as I learn more. We cannot appeal the redistricting application based on the Municipal Government Act, but we can oppose and appeal any development applications that are submitted by Masse. Latest RV park concept map presented at the public hearing today shows development of approximately 44 lots on the west side of the property, not the east side as he initially proposed.
Again, I appreciate the support that everyone has shown in writing letters to LSAC and attending the public hearings.
