Lac Ste Anne County has received a development permit application from Masse Properties for developing a 24 unit RV park on the property just south of Nakamun Drive (this is continued from the redistricting application which was approved earlier this year). The development application and supporting documents are available below:
- Application Coverletter
- Development Permit Application
- Concept Plan
- Biophysical Report
- Traffic Impact Assessment
The Biophysical Study and Traffic Impact Assessment are the same documents that were submitted with the redistricting application (with all the same problems that we identified at the redistricting public hearing).
We have met as council this week to determine out next steps in trying to stop this development from continuing, here is our plan:
- We will submit our concerns to county as required by June 8
- We will be attending the Municipal Planning Commission meeting on July 8 when a decision on this application is planned to be made
- We have engaged an Environmental Consulting company that specializes in municipal development activities to assist us with preparing a case against this development, they will provide comments for LSAC council and will also attend the Planning Commission meeting
If this development application is approved by LSAC council, our next steps are:
- Install a locking gate at the boat launch to limit use of it to only summer village residents
- Submit an appeal to Alberta Municipal Affairs Appeal Board

We found out today that the Masse development application has been removed from the agenda for the July 6 LSAC Municipal Planning Commission meeting as the county is waiting for more reports, it is currently expected to be addressed in the August MPC meeting.
August 1, 2016 at 9:19 pm #1072Mark MillerKeymasterFollow-up to the Masse RV park development, we found out at the end of day Friday that the Masse development application has been included on the Lac Ste Anne County Municipal Planning Committee (MPC) agenda for the Aug 3 meeting, 9:30am at the county administration building in Sangudo.
The meeting agenda has not been posted on the LSAC web site yet, but for reference here is the agenda from the July MPC meeting:
July 6 MPC MeetingAll of SV Nakamun council will be attending the MPC meeting and any members of the community that are interested in attending are welcome. We have very little additional information, anything that we receive before the meeting I will post on SV web site.

We just got back from the LSA County Municipal Planning Commission meeting, and LSAC council has decided to defer the decision on the Masse development application until the September MPC meeting. That is the good news. The better news is that there was quite a bit of discussion among the councilors about rejecting the development application based on:
– the RV park may not be a recommended use under the county Land Use Bylaws (they need to review and clarify this point)
– concerns with the distance between the property location and the closest paved road, there is a lot of gravel for the county to maintain for this traffic.
– recognizing the amount of dissent from the summer village and surrounding residents to this developmentThis is much better news than I had expected, and gives us some hope that the county council is seriously considering rejecting the application.
September 2, 2016 at 10:20 am #1211Mark MillerKeymasterQuick update on the Masse RV Park development application. In the August Lac Ste Anne county planning meeting the decision to approve/reject the development application was deferred as the country requested additional information from Masse, the application review was tentatively scheduled for the Sept 7 county planning meeting. We just found out from the county that the Masse application review is not on the agenda for the Sept 7 meeting as he is still collecting information requested by the county.
